Speaking to Clean India journal, Vardhaman Vaidya, Manager – Urban Capacity Building Programme, Janaagraha Centre for Citizenship and Democracy says, “USPD guidelines are not about micro-detailing of policies, but more about a strategic spatial road- map. They address efficient solid waste management by suggesting adherence to service level benchmark in this regard on percentage of coverage, segregation and transportation of solid waste. It includes the analysis of waste generation, waste composition, status of landfills and projections of waste generated as key steps in preparation of spatial plans.”
The second phase will be more comprehensive by taking account of cities as well as the adjoining regions under six layers: economy, mobility & networked infrastructure, affordable housing, social infrastructure, heritage, environmental protection and disaster zones.
Vaidya says, “With regard to a cleaner environment, the guidelines address urban pollution (air, water, soil etc.) through eight outcome indicators which refer to not only the source pollution but also the measures for the reduction/mitigation of pollution. USPD guidelines encourage deployment of clean tech for public service delivery through a policy action suggestion. These refer to ‘The National Environmental Policy 2006’ on Clean Technology.”
