Indian Oil Corporation Limited (IOCL), a public sector undertaking under the Ministry of Petroleum and Natural Gas is planning to outsource post shutdown cleaning job at its Haldia Refinery in West Bengal. Informed BP Sarkar, Chief Maintenance Manager, IOCL, “The job is primarily labour intensive, but requires mechanised cleaning as well for the Oil Water Sewerage System (OWS) consisting of underground piping which needs to be cleaned using compressed air.”
The areas where manual cleaning does not help, mechanised cleaning is being opted for. “Till date we have been cleaning with hydraulic jetting machine and compressors. We are looking for equipment and technologies over and above these. Our unit has a big underground sewerage system, wherein there is a lot of water and oil spillage. Desiliting of open drain and dechoking of underground pipelines are very difficult because it is not possible to approach areas from one manhole to another manhole manually.”
Even with the refinery shopfloor, there is a lot of oil spillage and the field oil needs to be cleaned off the floor mechanically.

Guest House maintenance
Meanwhile, IOCL is looking at outsourcing catering and cleaning services for Pipeline (Guest House) in Western Region Pipe Line, Viramgam, Ahmedabad. The contractor has to serve the guests in the capacity of caretaker and also provide services in the kitchen and dining areas.
Deepak Bedia, Senior Engineer, informed CIJ that the contract would be for one year with provision for extension by another one year depending on the circumstances and services rendered.
According to the tender document, “In order to qualify for the bid, the annual turnover of the tenderer in any one of the last three preceding financial years i.e. 2009-10, 2010-11, 2011-12 should be र 2.40 lakh. Experience of carrying out catering & caretaking and housekeeping would be considered as similar work. Tenderer should submit copy of such work order and completion certificate of similar work as the proof of experience.”
